Don't know about "have to"wear a helmet, but if you can ride it on the highway, if you have the ability to come off the vehicle in an accident like you would a bike, and the final destination is pavement, wouldn't a helmet be prudent?

Yep. I would wear a helmet but that's not really what I was getting at.
My point is, is this a bike or a car? How is it any different from say a small convertible? Where is the line between helmet and not helmet?
What you gonna say about it?

I'm pretty sure "how many wheels it has now" doesn't have anything to do with if it's considered a motorcycle or not. I think it's how many wheels it had when it was titled by the manufacturer. The conversion kit manufacturer could try to re-title it as a car, but I believe if they tried that, it would have to meet DOT requirements for structural integrity in the doors, seat belts, a windshields provides some amount of rollover protection.

A motorcycle as defined by Nebraska law is a motor vehicle
or saddle for the use of the driver and designed to travel on
wheels in contact with the ground, but excluding a tractor.
It's Not for me; reminds me too much of a 4 wheeler and that means all work in the pasture and no play.
